Department is acting as Medical Officer of Health. As my recom endations are based upon the excessive cost of living
to men who have wives and families to support, I am not prepared to ask that the bonus should be given when the wife is earning money separately for her own support. I may state however that the Unofficial Members prefer that no
distinction should be made in this matter, and that my proposal vii should be deleted. I am content to leave the
question to your decision.
The Unofficial Members otherwise
unanimously support my proposals.

I have accordingly to request your
permission to put these proposals into operation, with
effect from the 1st. January last; and I would ask for a
reply by telegraph. I m aware of your objections, expressed in your Confidential Despatch of the 7th. October, 1915, against discrimination between married and unmarried officers; but I would urge the abnormal nature of the times as ample justification for this temporary arrangement pend- -ing a general revision of emoluments; pointing out that the Unofficial Members of the Council are unanimously of the
same opinion.
